
Presents the Quebec government guidelines regarding Aboriginal affairs which are intended to enable Aboriginal nations and communities to take their development in hand and achieve greater autonomy. Issues related to Aboriginal development are first discussed, including socio-economic conditions, land claims, and self-government. This is followed by an outline of the principles established for provincial-Aboriginal relations, strategic choices, and areas of intervention. Two important proposals presented are the establishment of a political forum and creation of a development fund consisting of two sections: economic development and community infrastructures. Finally, implementation of these proposals is discussed.
