This is an open access book. The new generation of artificial intelligence and big data technology is developing rapidly, the digital transformation of science and technology is accelerating, and the digital economy is gradually becoming the core driving force of global development. At present, China's scientific and technological information resources management and services are facing new opportunities and challenges, how to promote the development of intelligent technological innovation, empowering intelligence service scenario-based applications, promoting the development of data elements and data element market, and integrating advantageous resources to create a new intelligence partner ecosystem, has become an important topic of concern for the industry.
