This can be done by requiring of all applicants for admission to the bar, who have not received the degree of B. A. or its equivalent from some recognized institution of learning, a special examination to ascertain their general education and attainments. It is the opinion of the committee that the best lawyers in the state would deem it both an honor and a duty to serve on such a committee, and give to the work all of the time and thought necessary to attain the results desired. There was referred to the committee the application of Mr. Henry St. Rayner for reinstatement to practice before the Supreme Court of the state of Oregon. Your committee made a report thereon to the Supreme Court of the state of Oregon, in substance as follows, to-wit: "The only ground urged for the reinstatement of Mr. St. Rayner is, that the period which has elapsed since his disbarment is a sufficient punishment for the offense committed. The committee realize that it is a most ungracious matter to oppose the reinstatement of one who has been disbarred for unprofessional conduct to practice in the courts.
