Discusses the debates about the growing burden on the NHS and the questions of patients' rights of access to the NHS. Argues that the NHS cannot meet all needs and thus needs to set priorities. Addresses questions of whether the situation will be exacerbated by factors such as an ageing population and technological advancement; what mechanisms can be introduced for rationing or ameliorating the problem; or do we simply need to spend more on health care.
